PLASTIC BAG BANNING LAWS
IS NOT LOGICAL SOLUTION!
The answer to the problems associated with thin plastic bag use is not a ban, but better management. The 3Rs – reduce, reuse, and recycle – of solid waste management (SWM) also apply to plastic bags. – might be a more oriented solution for plastic pollution. Managing plastic bags means knowing how to use and store them properly so that they can be reused many times, and knowing how they can be recycled when their useful life has come to an end.Guidelines on how to use, maintain, reuse, recover, and recycle plastic bags are necessary, and recycling technologies for thin plastic bags are now widely available.
Alternatives instead of plastic bags may not be a solution on their own in order not to harm the environment.Indeed, if not properly managed, paper can be a worse polluter than plastic bags; it occupies nine times as much space in landfills, and does not break down substantially faster than plastic.
According to the US Environmental Protection Agency, paper bags generate 70 percent more air pollutants and 50 times more water pollutants than plastic bags, because four times as much energy is required to produce them and 85 times as much energy to recycle them.
It is the misuse and improper disposal of plastic bags that is causing harm to the environment, not the product itself. A total ban on plastic bags will only gloss over the lack of an effective environmental management policy in a given country. It will not save the environment from the ill-effects of a ‘throw-away’ mentality.
To understand the full spectrum of impacts and benefits of a particular bag, we need to analyze its life cycle. A life cycle analysis (LCA) looks at how much energy is used and
how many environmental impacts a product is responsible for at every stage of its life, from cradle to grave. This includes extracting the raw materials, refining them, manufacturing the product, packaging it for shipment, transporting and distributing it, its use and possible reuse, recycling and final disposal.
Life cycle studies done in Europe and North America have determined that, overall, plastic bags are better for the environment than paper or reusable bags unless the latter are used many times. Most, however, did not consider the problem of litter, which we know is a major drawback of plastic bags.
In Research by the Northern Ireland Assembly,2011 , Manufacturing a paper bag takes about four times as much energy as it takes to produce a plastic bag, plus the chemicals and fertilizers used in producing paper bags create additional harm to the environment.
Studies have shown that, for a paper bag to neutralize its environmental impact compared to plastic, it would have to be used anywhere from three to 43 times. Remembering to take a plastic bag with us when we go shopping or to the market will be a more rational solution than banning or taxing it extra.
